Yes, they can. They can take you to court over a single penny a single day late. It would be stupid of them to do so, but they can. (The judge would probably throw out a one-penny one-day lawsuit as being frivolous, possibly even ordering them to pay your court fees for a malicious lawsuit, but nothing would be stopping them from trying.)

They're trying to pressure you into leaving because they don't want to have you as tenants anymore. They can't outright evict you without a major headache, but by making your life unpleasant they can try to make you not want to be there anymore. If your area has rent control, this might even be a semi-standard practice to get new tenants that they can charge more money. It's one of the standard sleazy landlord things.

My fur-babies don't seem to care. Neither does my feather-baby. But then again, not caring is a hallmark of feline nature.

Shade is actually mostly indifferent to most noises, although fireworks being set off in the street in front of the building or REALLY close/loud thunder will get to him, but Batty is freaked out even by more distant fireworks and will basically be spending the next approximate week hiding next to the stove (or behind the trash can if I move some boxes out of the way).
My cats apparently didn't get the memo about not caring. In every aspect.
