It's where the bottom layers of hair are cut or buzzed short, but the top layers are left long. Here are some examples.

The most adventurous I ever imagine going with my hair is getting a fringe
Because my forehead is huge

But that means more frequent haircuts since the fringe would grow onto my eyes so my mom is like nah

OH ALSO A 'Boy-cut'
Because it's so comfortable, off my neck without me having to struggle with making a bun
And so easy to maintain

Ohhh. I should have known that was what it meant!
