If you HAVE a CS degree and you want a job, move to the San Francisco Bay Area and expect to pay a stupid amount of money on rent, but also expect to START at over $60k.

You do, however, need to be able to code your way out of a paper bag, which is more than I can say for many people I've met. Which is where personal projects come into play -- having a portfolio of interesting programs that you've built is the best way to get an employer's attention.
